  1. Applications for a permit to carry a hand gun can be made through the secretary of the state police
  2. The applicant must be 18 years old
  3. Have not been convicted of a felony or crime punishable by imprisonment
  4. Has not been committed within the previous ten years to any juvenile detention center for longer than one year
  5. Has not based on the results of investigation, exhibited a propensity for violence or instability
  6. Is not an addict or an alcoholic nor has ever been convicted of a narcotics offence
  7. Has based on the results of an investigation “Good and substantial reason” to carry a hand gun, including finding that the permit is “necessary as a reasonable precaution against apprehended danger”
  8. Secretary may charge $70 non-refundable upon beginning the application process

  11. Permit is valid for 2 years
  12. Permit expires on last day of holders birth month
  13. Permit holder must carry permit at all times that they have the weapon on their person
  14. Unlawful for a person to carry under the influence of drugs or alcohol
  15. Out of state permits are not honored
  16. Antique fire arms (manufactured before 1898) are exempt
  17. If a person has spent more than 30 consecutive days in any institution for treatment of a mental disorder must provide a physicians certificate certifying that he is capable of possessing a hand gun.
  18. Most Maryland dealers who are licensed by the state police routinely await the approval even after the required 7 days.

  31. By a bona fide gun collector who is moving any part or all of his gun collection from place to place for exhibition whether it be private or public
  32. No permit is required to possess a rifle or shotgun
  33. Possession of a handgun is prohibited by any person who:
  34. Has been convicted of a crime of violence
  35. Has been convicted of a violation of the Maryland Pistol Law
  36. Is a fugitive from justice
  37. Is a habitual drunkard
  38. Is an addict or habitual user of narcotics
  39. Suffers from a mental disorder and has a history of violent behavior
  40. It is unlawful to possess, sell, offer to sell, transfer, or receive a so-called “Assault pistol”
  41. After June 1, 1994, It is unlawful to sell, offer to sell, or transfer, or receive any firearm magazine (except a tube magazine for a .22) that will hold more than 20 rounds.0

  1. In PA anyone 18 years old and older can openly carry a firearm if they are not prohibited by law.
  2. They may carry anywhere in public without a license except in a vehicle, Philadelphia, or where prohibited specifically by statute
  3. Open carry in a vehicle requires a valid PA license to carry (LTFC)
  4. Open carry in Philadelphia requires a LTFC
  5. Carrying concealed (with LTFC) or openly in establishments that serve alcohol is allowed in PA
  6. Advantages of open carry:
  7. Tactics. Quicker access to your defensive weapon
  8. Deterrent, most criminals seek easy or weak prey
  9. Comfort. Open carry can be more comfortable in many situations and climates
  10. Political activism
  11. Disadvantages to open carrying:
  12. People know your armed
  13. Your firearm is easier to be taken from you
  14. Harassment
  15. Do businesses allow open carry:
  16. Some allow open carry some do not, some require concealed but not open
  17. Some allow only police to carry
  18. Businesses are private property and they have the right to allow or disallow any behavior they please.
  19. Unfortunately most businesses do not post their rules
  20. Particularly on firearms
  21. Is open carry a good idea:
  22. It is a question for each individual to answer for them selves
  23. Will I be harassed by the law enforcement even if I am legally open carrying:
  24. Some police officers will give you a hard time over open carrying.
  25. They may not know or understand the law or may have a personal disagreement with open carry
  26. There is nothing that police can do to keep from open carrying legally
  27. Will I get funny looks if I open carry:
  28. Some areas yes, other areas you will get the occasional “Double take” type of look
  29. Will I get harassed by the general public for open carry:
  30. Reports from open carriers across the state indicate that harassment by the general public is a rare occurrence
  31. What do I say if someone asks me “Why” I am open carrying:
  32. This is a personal issue, You have to come up with your own response
